Purpose: The Residential Network (ResNet) at Wayne State University allows residents of the residence halls and apartments to access the Internet from their room. The use of ResNet resources is a privilege which can be revoked at any time for violations of the policies. This document outlines the policies pertaining to the use of the ResNet. All persons using the ResNet will be held accountable to these policies. Use of the ResNet indicates acceptance of these policies.
Goal: The goal of these policies is to maximize the performance of the ResNet and maintain a safe, secure environment in support of the use of personal computers in the pursuit of higher education.

University Policies: This document is meant to complement existing university policies that govern the use of computing and network resources. University policies shall take precedence in the event of any conflict with ResNet policies. Applicable university computing and network policies can be found at http://computing.wayne.edu/policies/.
The University Policy on the Acceptable Use of Information Technology Resources (AUITR, online at http://computing.wayne.edu/policies/) guides students, faculty and staff in the acceptable use of computer systems, networks, and other information technology resources at Wayne State University.
ResNet Policy identifies specific activities in the AUITR that are prohibited. Residents and/or tenants who violate these policies will lose ResNet access and may be subject to discipline under the appropriate student, faculty, or staff due process policy. A fee will be charged for processing of ResNet violations; see the fee schedule for details.
ResNet Policy: The following activities are strictly prohibited on the University ResNet:
ResNet Policy also identifies specific computing activities that promote a stable and secure ResNet service. Residents and tenants are responsible for the security of the computing equipment that they connect to ResNet. Failure to maintain secure computing equipment will result in diminished or suspended Internet access until the vulnerability is resolved. Repeated failures may be subject to discipline under the appropriate student, faculty, or staff due process policy.
The following computing activities are enforced on the University ResNet:
Gaming: ResNet permits online gaming for consoles (e.g. Xbox, PS2, etc.) but will not provide support for these functions. To use one of these devices, the resident must complete the web form at https://calltracker.wayne.edu/forms/device/ with the following information: Resident‘s name, building and room number and the MAC address (or physical network address) of the console. A MAC address has the form 11:AA:BB:9C:8D:E0. The request must be renewed at the beginning of each semester. The console must only be used for online gaming; web surfing, file sharing or other non-gaming activities will result in a suspension of the responsible resident‘s ResNet access (with accompanying fee according to chart below) and permanent revocation of console gaming privileges on the ResNet.
Voice over IP (VoIP): ResNet permits use of Voice over IP (VoIP) devices which conform to the restrictions outlined above – especially no router or DHCP functionality (even if it is disabled). ResNet will not provide support for VoIP devices and cannot guarantee that they will work under the ResNet and University policies. We recommend sending a note to helpdesk@wayne.edu prior to subscribing to a service to see if we have experience with that particular provider and hardware. If you are using a provider we have no experience with, it is your responsibility to provide for us a complete list of the network addresses and ports they require.
ResNet Service Agreement: Wayne State University‘s Office of Housing and Residential Life will provide an Ethernet connection in all residential buildings. Residents experiencing difficulty with their network must contact the C&IT Help Desk at (313) 577-4778. The Help Desk will attempt to assist the resident in solving the problem. If the problem can not be solved in a reasonable amount of time over the phone, a ticket will be forwarded to their ResNet technicians for follow-up.
Responsibilities: The C&IT Help Desk will assist residents in connecting their PCs to the ResNet. Supported operating systems are Microsoft Windows XP/Vista and above (excluding server operating systems) and Mac OS X (10.4 and 10.5). An attempt may be made to assist with operating systems not listed above with the exception of Windows 95 and earlier versions. Every attempt will be made to assist with non-English versions of supported operating systems, but no guarantee is made and the PC‘s owner must be available to provide translations of any system messages and configuration screens.
The resident is responsible for providing a working PC with an Ethernet card capable of connecting at 10/100Mb/s at half-duplex and a straight-through Ethernet cable with an RJ-45 connector on both ends. The PC‘s operating system must have all applicable security patches applied. Microsoft and Macintosh systems must also have Symantec AntiVirus installed with current virus definitions. This software is available free of charge to Wayne State University students and staff at http://clearinghouse.wayne.edu/.
ResNet will provide at least one active Ethernet connection per apartment. In DeRoy, Chatsworth Tower, and Sherbrooke apartments, ResNet will provide a Cisco CPE (Customer Premise Equipment, we call it a black box), a phone cable, Ethernet cable and a power supply for the CPE. Only one phone jack will be enabled for the CPE; ResNet is not able to move the active jack to another jack in the apartment. The resident is responsible for the return of this equipment upon moving out. Any missing equipment or equipment damaged due to abuse will be charged to the resident according to the fee schedule below.
ResNet will provide diagnostic network support for residents' PCs, provided they meet the requirements listed above. The resident may be required to supply a valid install CD for the PC‘s operating system. The ResNet technician may attempt to repair the system using all reasonable care; ResNet can not be held responsible for any resulting loss of data or functionality. The resident is free to refuse any service of their PC by a ResNet technician. ResNet will not support operating systems which have been illegally copied. ResNet reserves the right to refuse to work on any PC or associated hardware or software for any reason.
C&IT offers a PC Clinic for limited service on PCs, including the removal of viruses and spyware. For information on this fee-based service, contact the C&IT Help Desk at 313.577.4778 or see the web page at http://computing.wayne.edu/clinic/.
The ResNet is dependant on services and communication lines supplied by Wayne State University‘s C&IT. ResNet can not be held responsible for network failure attributable to equipment and communications lines or abuse of resources by other network users.

Suspension or Termination of Access Privileges: If a violation of these or university policies occurs on the ResNet, the individual whose AccessID was used to log in to the ResNet for that session will be held responsible for the violation(s). If the AccessID used belonged to the guest of a resident, and the guest is not a resident of WSU Housing, the resident will be held responsible for any violations committed by the guest. Most violations will result in a temporary suspension of access to the ResNet and will require that the resident deliver a letter to the Office of Housing and Residential Life before access is restored. A fee will also be applied to the lease, according to the schedule above. Repeat offenders and more severe violations will face longer suspensions, higher fees and possible permanent termination of access to the ResNet. Serious and repeat offenders will also be subject to discipline under the appropriate student, staff or faculty due process policy. Any criminal activity will be referred to the appropriate law enforcement agency.
